Digital twin technology is gaining attention as an effective solution for addressing various challenges in modern society. The demand for its application is particularly strong in the field of disaster and safety management. As a result, various digital twins have been developed in the field of disaster and safety management. However, it is true that there are shortcomings in the practical utilization of these digital twins. This Issue Paper aims to propose an "Always-Ready" strategy to enhance the usability of existing and future digital twins in the disaster and safety sector. The proposed strategy is expected to contribute to the effective adoption and utilization of digital twins in this field.
